4th Annual Congress of\nInformation Science Experts was held by ILISA in cooperation with educational\nschools and relevant nationwide institutes and organization in the National\nLibrary of Iran\u2019s auditorium on Nov. 17 and 18, 2018. In the opening ceremony, Fariborz\nKhosravi, Chairman of BD of ILISA, Rahmatallah Fattahi, the Scientific\nSecretary of the 4th<\/sup> congress, Ashraf Broujerdi, the Director of\nNational Library and Archives of Iran, Mohammad Joharchi, representative of\nAlireza Mokhtarpour from Iran Public Libraries Foundation, Parviz Shariari, the\nResearch Deputy of Iranian Research Institute for Information Science and\nTechnology, Mohammad Reza Ahanchian, General Manager of Education Planning\nDepartment of Ministry of Science, Research and Technology, and finally Gordana\nMazi\u0107, Chair of the Permanent UNIMARC Committee, respectively delivered their\nspeeches.<\/p>\n\n\n\n

In this two-day event,\ntwenty special meetings on various topics related to information were held\nwhich all were attended by more than 1000 students, university professors and\noccupational experts in each day. The opening ceremony\u2019s agenda will be\nfollowed by a summary of discussions made through these meetings. <\/p>\n\n\n\n

The Opening Ceremony: <\/strong>The opening ceremony\nwas held concerning the fundamental challenges of Information Sciences in Iran.\nThe secretary of this ceremony was Rahmatallah Fattahi, its special speaker was\nMohammad Reza Neyestani, the Deputy of Supervision and Quality Assurance Center\nof Ministry of Science, Research and Technology (MSRT) and the members of its\npanel were AbdolHossein Farajpahlou, Department Chair of  Information Sciences of Ahwaz Chamran\nUniversity and president of planning committee of  Information Sciences of MSRT, Mohamma\nHassanzadeh,secretary of planning committee of \nInformation Sciences of MSRT, Dariush Ali-Mohammadi, Faculty Member and\nDirector of Kharazmi University Central Library and Hassan Mahmudi, PhD\ngraduate and professor of Semnan University. The main topics posed in this\nmeeting were as follows: drafting and classifying the fundamental challenges\nconcerning Information Sciences, viewpoint of the higher management of MSRT to\ndemands, imperatives and curricula, strategies to enhance quality and\neffectiveness of education in Information Sciences.<\/p>\n\n\n\n

Meeting of students and\ngraduates: <\/strong>The meeting between students and graduates was held with the\ntopic of education ethics and tutorage manner. The secretary of this meeting\nwas Farahnaz Soltani, MS holder of Islamic Sciences Researches Center (NOOR).\nThe main topics posed in this meeting were as follows: education ethics from\nviewpoint of university professors and the necessity of its execution education\nethics from viewpoint of students and strategies to its implementation,\ntutorage manner and its effective factors in improving the interactions between\nstudents and professors, improving students\u2019 knowledge level through offering\neducation proper with their interests and talents.<\/p>\n\n\n\n

Sustainable Development\nMeeting: <\/strong>The\nsustainable development was held with the topic of sustainable development at\nlibraries. The secretary of this meeting was Mahboubeh Ghorbani, its special\nspeaker was Petra Hauk, Secretary of Environment, Sustainability and Libraries\nSpecial Interest Group of International Federation of Library Associations and\nInstitutions (IFLA). The main topics posed in this meeting were as follows:\nconcepts of sustainable development and national and international policies,\nsustainable development in libraries, concept of green library, identification\nof metrics and analyzing them, training sustainable development in  Information Sciences, librarianship\nactivities in realization of sustainable development. <\/p>\n\n\n\n

Scientometrics: <\/strong>Scientometrics meeting\nwas held with the topic of educational, research and occupational challenges\nand opportunities on Scientometrics. The secretary of the meeting was Saeed\nAsadi, Faculty Member of Shahed University. The main topics posed in this\nmeeting were as follows: Education Agenda: MS Curricula, complementary\neducation, internship ad educational imperatives; Research Agenda: new topics\nof this field in Iran and the world\u2019 Occupation Agenda: available and proposed\nopportunities, necessary skills to find jobs and duties of scientometrics\nexperts in universities and research institutes.<\/p>\n\n\n\n

Special Libraries: <\/strong>The meeting of special\nlibraries was held with the topic of standards of Iran\u2019s special libraries. The\nsecretary of the meeting was Giti Heydari, supervisor of Special Libraries\nCommittee of ILISA. The main topics posed in this meeting were as follows:\ndefinition, concept and diversity of the special libraries, role and the\nsignificance of standards in empowering libraries, from quantitative standards\nto resultant standards, guidelines for compiling standards of the special\nlibraries, organizational capacities to compile and validate standards of\nspecial libraries in Iran, supplying Latin information resources for the CBI\nlibrary after sanctions.<\/p>\n\n\n\n

Knowledge Organization:\n<\/strong>Knowledge\norganization panel was held concerning challenges of knowledge academic\norganization in Iran. The secretary of the panel was Maliheh Dorkhosh, PhD\ncandidate of Information Sciences, Director of organizing department of central\nlibrary of Tehran University. The main topics posed in this meeting were as\nfollows: number of courses and curricula proposed to the organizing lessons,\nteaching methods of knowledge organization in universities, capability and\nquality of knowledge organization trainers, using knowledge organization\nexperts and professionals in academic training.<\/p>\n\n\n\n

Guild Studies: <\/strong>Guild studies panel was\nheld with the topic of updating job description and occupational thinking.\nSecretary of panel was Mahsa Pourhaghani, Public Relations Director of Didehban\nPress. The main topics posed in this meeting were as follows: The Analysis\nreport of Classification and Evaluation of Public Servants Occupations, with\nthe latest reforms and additions of 2017, a report about updating librarian job\ndescription, explaining occupational experiences. <\/p>\n\n\n\n

Medical Libraries: <\/strong>The Medical Libraries\nand Librarians meeting was held with the topic of analyzing the educational\ncontent of medical librarianship and information and its appropriateness with\nthe labor market and the current rules and regulations. Its secretary was\nAbdolrasoul Khosravi, faculty member of Medical University. The main topics\nposed in this meeting were as follows: Training Medical Librarianship and\nInformation, in-service trainings for librarians, empowering librarians,\nemployment and job labor of the graduates.<\/p>\n\n\n\n

The second day\u2019s panels\nare as follows:<\/p>\n\n\n\n

Management of Research\nData: <\/strong>The\npanel of Management of Research Data was held with the rubric of free\naccessibility to information. It secretary was Behrooz Rasouli, PhD candidate\nof Information Sciences of Iranian Information Sciences and Technology Research\nCenter. The main topics posed in this meeting were as follows: free access to\ntheses and dissertations of students and the problems they may encounter, the\nrole of IRANDOC in managing students theses and dissertations in Iran,\naccessibility to research data in Iran, free access, free data, free knowledge.<\/p>\n\n\n\n

Academic Universities: <\/strong>The panel of Academic\nUniversities was held with the rubric of empowering and continuous training of\nacademic librarians and using their capacities. The secretary of this panel was\nMaryam Asadi, Deputy of Central Library off Sharif University of Technology.\nThe main topics posed in this meeting were as follows: the role of academic\nlibrarians in achieving to research and educational purposes of universities,\nthe role of academic libraries, educational and research and professional\nqualities of academic librarians to pace with the structural shift in the\nacademic libraries, empowering related librarians in the framework of academic\nand in-service trainings, sharing experiences on empowerment and training\nacademic librarians. <\/p>\n\n\n\n

Evaluation of\nEducational Departments: <\/strong>The panel of Evaluation of Educational Departments was held\nwith the rubric of evaluating the quality of educational departments of\nInformation Sciences. Its secretary was Faramarz Masoudi, Counselor of Quality\nManagement Systems of National Iranian Steel Company. The main topics posed in\nthis meeting were as follows: Analyzing the internal and external evaluative\nindicators of the educational departments, the challenges one may face in\ncurrent evaluations of the educational departments, experiences on evaluation\nof educational departments, new models for educational evaluations and to which\nextent they may be employed in Iran, analyzing the extent in which the\neducational departments may play roles in the international arenas. <\/p>\n\n\n\n

Public Libraries: <\/strong>The panel of Public\nLibraries was held with the rubric of libraries as platform\u2019s secretary was\nMehrnaz Khorasanchi, Director of Public Library of Hosseiniyeh Ershad and BD\nMember of ILISA. The main topics posed in this meeting were as follows:\nPlatform-based thinking, quiddity and haecceity Dictionary, specifications of\nplatform libraries, the necessity to redefine library in the digital arena, the\nnetwork effect on public libraries.<\/p>\n\n\n\n

Children Libraries: <\/strong>The panel of Children\nLibraries was held with the rubric of teaching experiences about lesson of\nmaterials and services of libraries for children and young adults. Its\nsecretary was Parisa Pasyar, PhD candidate of Information Sciences and research\nexpert of NLAI. The main topics posed in this meeting were as follows: Teaching\nexperiences about lesson of materials and services of children and young\nadults\u2019 libraries, analyzing the proposed curricula for the MS course of\nchildren and young adults\u2019 librarianship and educational libraries management. <\/p>\n\n\n\n

Archive: <\/strong>the panel of Archive\nwas held with the rubric of academic education, empowering manpower, dynamicity\nof archive profession. Its secretary was Gholamreza Azizi, Faculty Member of\nNLAI, its special speaker was Eng. Ali Zarafshan, deputy of national archives\nof NLAI. The main topics posed in this meeting were as follows: Archive as a\nscience, academic and in-service education, pathology.<\/p>\n\n\n\n

LEI:<\/strong> The panel of LEI\n(Librarians Experiences and Ideas) was held. Its secretary was Amir Reza\nAsnafi, Head of Information Sciences Department of Shahid Beheshti University.\nThe main topics posed in this meeting were various experiences and ideas,\nexplaining ideas and innovations. <\/p>\n\n\n\n

Digital Development: <\/strong>The panel of Emergent\nTechnology was held with the rubric of digital development; paving the way for\nthe emergent opportunities. Its secretary was Mostafa Amini, PhD candidate of\nInformation Sciences. The main topics posed in this meeting were digital\ndevelopment, quiddity and haecceity, the effect of digital development on\nInformation Sciences, the effect of digital development on formation of\nemergent opportunities. <\/p>\n\n\n\n

UNIMARC: <\/strong>A meeting with IFLA\u2019S\nUNIMARC Committee was held. Its secretary was Akbari Darian and member of its\npanel were Morteza Kokabi, Rahmatallah Fattahi, Zahra Shademan, Hassan Bagheri,\nAles Bosnjak and Gordana Mazi\u0107. The main topics posed in this meeting were as\nfollows: Sharing experiences of Iran on UNIMARK and IRANMARC, the brief history\nof IRANMARC, data organization in Iran, IRANMARC\u2019s challenges in NLAI\u2019s\ncomprehensive software (RASA), IRANMARC Project, UNIMARC experiences in\nYugoslavia and Slovenia. <\/p>\n\n\n\n

School Libraries: <\/strong>The School Libraries\npanel was held with the rubric of necessary academic and professional training\nfor the scholastic librarians. Its secretary was Nastaran Poursalehi, Professor\nof Tehran University, and school Librarian. The main topics posed in this\nmeeting were as follows: roles and expectations from an ideal scholastic\nlibrarian, communicational skills of scholastic librarians, book-reading\npromotion skills (space-building and executive activities), organizing and\ncoherent management of libraries.<\/p>\n\n\n\n

Information Ethics: <\/strong>Information Ethics panel was held\nwith the rubric of professional ethics of information expert with a look to Ethics\nand Honesty in Libraries. <\/em>Its secretary was Nadiya Haji Azizi, Director of\nIRANDOC\u2019s Scientific Relations Department, Director of Information Ethics Group\nof Iran Information Management Scientific Association. The main topics posed in\nthis meeting were as follows: ethics of information experts, book review,\ntheoretical dimensions of professional ethics, and practical dimensions of\nprofessional ethics.<\/p>\n\n\n\n

Awards<\/strong>: In the closing\nceremony the selected ones were appreciated by awarding trophies, appreciation\nplaques and golden coins. By offering a report about the analyzing procedure of\nworks, Mohammad Zerehsaz, The Scientific Committee of Awards of Iranian Librarianship\nand Information Scientific Association introduced the selected ones.\nAccordingly, the selected ones of the third course of National Awards were\nintroduced as follows:<\/p>\n\n\n\n

Abbas Horri Award: Using\nthe Information Literacy Model for Information Literacy Instruction: A Case\nStudy.<\/em> By Marzieh Siamak, Alireza Esfandiary Moghadam and Tybor Kolati. <\/p>\n\n\n\n

Noroallah Moradi Award:\nAnalyzing Archives Evaluation Bylaws Focusing Annihilation of Papers in Iran\nand Other Countries Archives Centers<\/em> [MS thesis, Alzahra University]. By:\nElham Jalali Farahani.<\/p>\n\n\n\n
